After looking at surveillance video from a nearby apartment, investigators believe the driver of the car ploughed down the victim on purpose. 'We don't have any leads on what the motive is right now, but we can surmise that it's more than just a hit-and-run,' Luong said. 'They were targeted.' Police said the injured man and his brother are not cooperating with authorities and said they did not know who the suspects were. But investigators plan to re-interview the pair for more information. Authorities are also looking for the vehicle, which had windshield damage after the incident, Luong said. Police are looking for the driver of the car, who was described as a thin Hispanic male. They are also looking for a female passenger, whose hair was scraped back into a bun. 'We're treating it as assault with a deadly weapon,' Luong added. 'The vehicle being the weapon. Without the video, just a hit and run. Based on that surveillance video and witness statements, an assault.'
