The men will be honored publicly on Jan. 21. Jamal Rutledge went from being in trouble with the law to being honored by the law. Rutledge and three police officers will be honored by Fort Lauderdale Police for saving the life of Officer Franklin Foulks last September. Five months ago, Foulks was processing Rutledge — a juvenile defendant — on charges of criminal mischief and burglary, when Foulks suddenly collapsed while grasping his chest, Fort Lauderdale Police said. Rutledge didn't hesitate to react and immediately began to yell for help. Sgt. Todd Bunin heard Rutledge's cries for help and ran to his aid while he notified police dispatch to send help. Officers Robert Norvis and Raymond Ketchmark then responded to assist. Norvis cut off Foulk's shirt and Ketchmark used an automated external defibrillator to stimulate Foulks heart while fire rescue arrived. The entire incident was recorded by police station security cameras. Foulks collapses around minute 38. When fire rescue arrived, Foulks was transported to Broward Health Medical Center where he was treated. The attending medical staff said that it was Rutledge's quick response and assistance from nearby officers that helped save Foulks life. Rutledge, along with officers Bunin, Ketchmark and Norvis will be honored at the next Fort Lauderdale Commission meeting, which will be held publicly on Jan. 21.
