Agents at Raleigh-Durham International Airport found a juice box in Vendela Payne's carry-on luggage last week. The juice exceeded the limit of three ounces of liquid for carry-ons. TSA agents patted Vendela down, a process that took nearly two minutes, which her father, Kevin, says was an over-reaction and an inappropriate intrusion. "Maybe the TSA agents were bad apples, maybe they were undertrained, maybe they need re-training, maybe they did everything by the book. I don't really know, but it was an uncomfortable situation," Kevin Payne said. "I know it's to keep everyone on the plane safe, but she kept patting me down like, 'pat down, pat down'," Vendela said. "It was, like, over and over." Although the pat down lasted less than two minutes, the extra screening lasted about an hour. In a written statement, the TSA said procedures allow for the pat down of a child in some circumstances and the pat down of Vendela "followed approved procedures."
