When Chairman said, "We hope that during their stay here they would be able to see and learn more about our parliamentary system," the members in the house laughed out loudly. Failing to understand the reason of this loud laughter, the foreign guests from Bhutan too gently smiled in response. Soon they realized the reason behind that loud laughter. As soon as the Chairman completed welcome speech for Bhutanese guests and declared the question hour, Congress MPs stood up and started showing placards and shouting slogans. Within three minutes or so, the house was declared adjourned. The Congress members have not allowed the house to function throughout the ongoing session. Now just four days are left before the end of the session, and Congress members are still doing the same.
