- description: From 11.59 tonight, there will be no time limit on Melburnians leaving their homes for exercise. The travel bubble will expand to 25km from 5km, and outdoor gatherings will increase to 10 people from two households. Further restrictions are slated to ease from midnight November 1. In regional Victoria two people can visit from any household plus dependents, hospitality venues can can increase capacity to 70 people outside and 40 people inside, outdoor religious gatherings can increase to 20 people, indoor pools will reopen at limited capacity, and libraries will reopen at limited capacity. Victoria has recorded two new coronavirus cases overnight, with no deaths. Melbourne's 14-day average of new cases has fallen to 7.5 while in regional Victoria it remains at 0.5. The number of cases in Melbourne with an unknown source is 15. Today, Premier Daniel Andrews is joined by Health Minister Martin Foley.
