FOR EVERYONE WONDERING ON HOW TO GET THE STAFF ON HIGHER DIFFICULTIES: You either get the plans as a random drop from Act 4 IZUAL boss (on the difficiulty you want it on, obviously) You must first get the normal staff, then the nightmare, then hell, then inferno. OR you can get lucky and find it at the vendor next to the healer in act 4 for 1 gold!
