Well, if the Sligo player had kept his arm in place, then it would not have been handball, but his arm moves just enough to stop the ball and then gets drawn behind him as if that was his intention. The reason I think this was deliberate is the hesitation and movement in the arm makes it look a deliberate handball instead of just someone just trying to get himself out of the way. ...Feel free to interpret it as you wish :-)
